reorganization of Medical Dept. of Army. Abraham Lincoln to the House of
Representatives, 17 June 1862, CW, 5:275. President Lincoln
issues a proclamation announcing a "Special Treaty between the United States of
America and his Majesty the King of Hanover." The agreement eliminates the
"tolls" that the Hanover government imposes on American cargo ships.
